The Octavius Catto Scholarship was launched in the spring 2021 semester, when the world was still in the midst of a global pandemic. Tiffany Spraggins believes in the power of small businesses and she’s dedicated much of her career to helping entrepreneurs reach new heights. Spraggins spent over a decade with the Enterprise Center in Philadelphia, including five years leading its U.S. Department of Transportation Office of Small and Disadvantaged Business Utilization program in the Mid-Atlantic. She continues to support small businesses through the Community College of Philadelphia’s Power Up Your Business program.
